BESS Tender & Procurement Services

Independent engineering for battery energy storage procurement: from tender requirements and technical bid evaluation to negotiation support and optional Owner’s Engineering. We support project owners or bidders in clearly separated assignments.

Three modular service packages

Start with the support you need today. Packages and individual phases can be commissioned separately; scope, deliverables, review rounds and responsibilities are agreed for each assignment.

1. Tender preparation & award support

For owners, developers, utilities, industrial operators and investors.

  • Review existing studies and tender documents; prepare or complete technical requirements where commissioned.
  • Define scope boundaries, grid and plant interfaces, performance and capacity guarantees, testing and acceptance criteria.
  • Prepare consistent technical schedules, price schedules and a weighted evaluation matrix.
  • Phase 1: coordinate bidder questions and clarifications, assess bids technically and economically, maintain a risk register and prepare a documented recommendation for the client’s decision-making body.
  • Phase 2: support technical contract negotiations and align contractual annexes after separate authorisation.

2. Concept & component specifications

Establish the technical basis before or alongside procurement.

  • Review sizing, storage duration, feasibility and economic assumptions against the operating and revenue strategy; consider future expansion.
  • Specify battery systems, power conversion systems (PCS), transformers and relevant EMS/BMS requirements.
  • Develop manufacturer-neutral shortlists and assess technical compatibility, quality and delivery constraints.
  • Define grid connection, protection, control and integration concepts, including interfaces with existing plants.
  • Compare turnkey EPC with direct component procurement plus a Balance of Plant (BoP) EPC.

3. Optional Owner’s Engineering

Continue independent technical support through implementation.

  • Review selected detailed designs, supplier documents and evidence of compliance.
  • Support interface coordination, quality checks and technical progress reporting.
  • Witness agreed factory and site acceptance tests (FAT/SAT), commissioning and acceptance activities.
  • Track deviations, punch-list items and handover documentation.
  • Add Technical Due Diligence (TDD) for technical risk assessment, investment or financing decisions where required.

Technical bid evaluation: compare like with like

We make differences between BESS offers visible before award.

Performance & guarantees

Assess power and usable energy at the point of connection, auxiliary consumption, round-trip efficiency (RTE), availability, degradation and state of health (SOH). Align measurement boundaries, operating conditions, warranty exclusions and acceptance evidence.

Scope, cost & schedule

Compare scope of supply, exclusions, grid and civil interfaces, delivery dates and lifecycle cost assumptions. Review commercial line items, cost gaps and potential variations from a technical perspective.

Decision & negotiation

Deliver a compliance matrix, weighted comparison, risk register, clarification log and technical award recommendation. Support bidder meetings and negotiation of technical annexes, performance guarantees, warranty provisions and FAT/SAT criteria.

Direct component procurement + BoP EPC

An alternative procurement route, assessed against the needs and capabilities of the owner.

Direct manufacturer procurement

The owner buys agreed major components, particularly battery systems and PCS, directly from manufacturers. BESS Experts supports specifications, supplier evaluation, technical and commercial clarification and negotiations. The owner signs the supply contracts.

BoP construction & integration

A separately appointed EPC delivers the agreed Balance of Plant: civil works, electrical infrastructure, cabling, installation and integration. Transformer supply and grid works are allocated explicitly. BESS Experts provides advisory support and does not act as EPC, supplier or installer.

Control with clear responsibilities

Direct procurement can improve price transparency and component control; savings are not guaranteed. Define an interface and responsibility matrix, overall integration ownership, logistics, delivery dependencies, insurance, warranties, liability allocation and system acceptance before commitment. Splitting contracts adds coordination and interface risk.

BESS tender support for EPC contractors & bidders

A dedicated service for EPC contractors, system integrators, suppliers and bidding teams, subject to a conflict check.

Tender & compliance review

Review requirements, annexes, Q&A, sizing, usable energy and grid interfaces. Prepare a compliance and deviation matrix, source-based open-points log and technical clarification questions.

Supplier & offer support

Compare battery and PCS supplier offers, scope, performance, warranties and FAT/SAT commitments. Develop component specifications and technical bid responses; identify integration gaps and technically plausible cost omissions.

Bid decision & clarification

Support technical go/no-go papers, a work plan to the bid deadline and clarification meetings. Pricing, commercial commitments and bid submission decisions remain with the bidder.

Independence, confidentiality & clear scope

One project, one represented interest.

Conflict safeguards

We check project identity, parties and existing mandates before accepting an assignment. We represent either the owner or a bidder on a project, never both, and do not support competing bidders in the same procurement. Potential conflicts are disclosed before engagement; incompatible mandates are declined.

Confidential information

Project documents, evaluations and negotiation positions remain confidential and are not reused for another party. Access is limited to the agreed assignment team; a confidentiality agreement can be arranged before document exchange.

Defined authority

We provide technical advice and decision support. Award, purchasing and commercial decisions remain with the client. Legal and tax advice and legal contract review are handled by the client’s advisers. Construction management, general planning and overall integration responsibility require a separate express agreement.

Frequently asked questions

Can you join an ongoing tender?

Yes. If tender documents are already complete, we can start with bidder clarifications, technical bid evaluation and a decision paper. Rewriting the tender is not automatically included.

Must all three packages be commissioned?

No. Packages, negotiation support and implementation services are separately agreed. We define bidder numbers, offer versions, meetings, review rounds, timing and fees before work starts.

Do you support both owners and bidders?

Yes, through separate mandates on different projects. We do not advise both sides or competing bidders in the same procurement.

Can you support technical contract negotiations?

Yes. We review technical annexes, scope boundaries, guarantees and acceptance requirements. Legal drafting and legal review remain with the client’s legal advisers.

Discuss your tender

Tell us your project stage, intended procurement route, bid deadline, expected number of bidders and available documents. We will propose a defined scope, deliverables and schedule. Confidential material can follow after an agreed secure exchange or NDA.
